It looks like TBPL does things like redirecting [0-9]{5,10} to bugzilla bug numbers. Now that we're doing things like things like bug 989131, we're having pull requests which sort of conflict with this URL creation.
Could we have a new URL creator thing that turns:
Gaia PR#18088
Into a link like:
<a href="https://github.com/mozilla-b2g/gaia/pull/18088">Gaia PR#18088</a>
please?
