Description:
Scrubbing while watching a video will freeze the video but not audio 

Repro Steps:
1) Update a Open_C to BuildID: 20140506040204
2) Record a video from Camera or have previously recorded videos on the device
3) Open the Video app
4) Select a recorded video
5) Play the video and starting scrubbing the video e.g. jump to 3 seconds then 8 seconds

Actual:
After scrubbing a few times the video will freeze while the audio still plays.

Expected:
The video plays even after scrubbing.

I was unable to repro on 2.0 Buri.

Issue does repro on 1.4 Open_C.

Adding qawanted to test on Open_C base image.

Issue reproduces on Open C with latest base image. Able to enter state where playback pauses but audio continues to play by adjusting scrubber.
