For reference, see bug 80120's many comments regarding tooltips and when they
should appear.

In order to satisfy most people's desires, a tooltip would only appear when a
grippy widget is in the collapsed state.

Hyatt says we'd have to make the onpopupshowing handler on the tooltip return false
to not show the tooltip.

joe, why is the menu bar's tooltip shown without it being collapsed?
re-opening.  Menu Bar, for some reason, is still showing a tooltip when it's not
minimized.  build 2002-02-22
