Tapping the scrubber bar of a video in gallery app does not cause the video to jump to the desired time. However, tapping the scrubber bar in the video app does cause the video to jump to the desired time. In both apps, the user is able to grab the scrubber and slide it to the desired time.

Repro Steps:
1) Updated Open_C to Build ID: 20140507000202
2) Launch gallery
3) Watch a video from the gallery
4) Tap on video scrubber bar

Actual:
Nothing happens when user taps on scrubber bar

Expected:
Scrubber should jump to the location on the scrubber bar indicated by user.
