This makes use of the new API method in bug 1006103, and is built on top of the patch for bug 612453 (adding search suggestion support).  We've been doing this for the searchbar for a while.

The pro is that this will speed up initial suggestions/searches for users, the con is that it will do a speculative connection on startup because of the autofocus behaviour for about:home.  I think in terms of first impressions this will help perf perception.

cc-ing some privacy-minded folks so this isn't a big surprise.
