Australis has been a real dividing-line type of issue since coming to people's attention a couple years back. Now with it's release upon the masses, and previously with the nightly and UI builds about a year ago, everyone is now familiar with the new design. It's a huge improvement.

There's one thing, though. I'm just one guy with his opinion, and anecdotes from other avid Firefox users, but I'm bringing it up. The boat may have sailed on this one, but I really think small icons mode should be an option that's baked in. Not just small icons mode, but the other nicety of small icons mode--much less padding. Admittedly, I've got a custom userchrome file in use, which more or less takes care of the padding, and seems to have shrunk the size of icons in the process, but it's really just a less polished version of small icons mode, with a sprinkling of eyesores.

Can small icons mode be up for discussion? Can small icons mode be brought back?

In searching for a related bug about bring it back specifically, I was surprised there were none regarding small icons mode in the latest design. Maybe my subjective opinion and personal use of the now antiquated feature presents a bias, but it was useful to a number people.
Thank you for the carefully worded, thoughtful and kindly written report. We haven't gotten many of these about the more contentious decisions we made in Firefox 29.

This issue has indeed been brought up:

bug 940935
bug 970378
bug 995724
bug 1003533

so you are not alone. However, this isn't the right place to discuss the merits of this idea. You can read some of the rationale in bug 863299 and bug 940935 comment #3.

Should you still feel this should be a core feature, the best place to write would be firefox-dev: https://wiki.mozilla.org/Firefox/firefox-dev . Keep in mind that it's been debated there and on the relevant bugs already, so the bar to revisit it is quite high. You'd need compelling evidence that our reasons to remove it were wrong and/or insufficient.

Without a discussion in fx-dev and a resulting outcome that we do want to bring this back, keeping this bug open isn't useful, so I'm going to mark it as a duplicate of one of the earlier ones.
