If Personal Toolbar folder deleted, it will not be recreated if you add bookmarks to toolbar

Details

If you delete the "Personal Toolbar Folder" using the Bookmark manager dialogue and you later try to add links by dragging them to the toolbar, the "Personal Toolbar Folder" doesn't get recreated and the new links arn't added to the tool bar. If someone accidently deletes this folder and can't remember the name to recreate it, they lose that feature.
