Details
If you have a device with no SIM card, the OS shows the airplane mode icon in the notification bar. However you can then go and turn on wifi and the wifi icon shows up in the notification bar. This seems contradictory, because airplane mode implies that all the radios are off. (i.e. safe for flying on an airplane).

I'd say that's expected behavior. Android and iOS both allow WiFi to be enabled when in Airplane mode.

That is not the case on either my Nexus 4, or my Galaxy Q android phones. In both cases enabling airplane mode disables the wifi.

Yes, but you can re-enable it without getting out of Airplane mode, right?
