The breakdown is bug 1014406, so this can probably be closed and further discussion there. No closing now as I'm still unsure about the backlog process in this area...

Hi Mark, if the dependencies listed under Bug 1014406 represent the scope of the work required, given the knowledge to date, then Bug 1008964 can be resolved. If this is the case then all those bugs can be added to the backlog (firefox-backlog+).
