Build - 5/12/2014 1.4 Open C STR 1. Follow https://wiki.mozilla.org/B2G/QA/Customizations#Build_Setup to setup your build with an AT&T SIM 2. Complete FTE without enabling a network connection 3. Launch Accuweather Expected Accuweather should launch to an offline error page specific to the app. Actual Accuweather launches to the generic fallback app error page.

I don't think that is a regression, preload app per sim card is a new feature, it's not the same way as preload app for all mcc/mnc. Albert, could you take this issue? I'm also investigating it together.

I found we have discussed similar issue before on bug 936028 -- both for icon and appcache, and Content team confirmed that is a expected behavious on bug 93628 comment 12 and also discussed in the sprint planning of systems front-end (bug 93628 comment 14). this comment will be cross-post to bug 1009268
