When registering for an account on a new site, the password manager should offer to generate a password for the user. This will go a long way towards preventing reuse.
The difficulty will be that many sites have different restrictions on passwords (some require special chars, some disallow, some have mutually conflicting length restrictions).

Yep, I agree and this is in the Firefox backlog.
