:OSmose, the url in the STR returns a 404 - I'm sure this is expected, perhaps the banner was removed from stage. Would you mind bumping this bug to verified if you're able to verify the behavior?

https://affiliates.allizom.org/link/banner/28 is another example, it it does not escape the ampersand, so I think we're good!
