Steps to reproduce:

In Colombia, 
1. we turn the sim card pin on.
2. we dial emergency numbers 119 / 123 on dial interface.


Actual results:

There is a promit interface sayed that No network connection, Emergency numbers are not allowed by network.


Expected results:

We think the emergency numbers should allow to call.

This error message "CALL_FAIL_IMEI_NOT_ACCEPTED (243)" is sent from either operator or modem. Gaia is just displaying what FxOS receives.

As each area/country has it's regulation, I wonder if we should confirm with the local operator.
I think this is not matter with the local operator.
It only happens when active the SIM pin code and restart the phone.
When the phone ask user to enter SIM pin code, you click skip button.
Then when you click the dialer app, but it can't dial the emergency call.
After user click the correct SIM pin code, it can dial the Emergency call.
This issue is block that if user can't enter the SIM pin code , it should dial the emergency call.

I checked the gaia code. And the error message as 3.jpg displayed when gaia receives the error message "DeviceNotAcceptedError, i.e. call failure no. 243." However, please understand that neither gecko nor gaia generates this error message. This type of error is coming from modem. Gecko just reports the fact truthfully in this case. That's why I said maybe we should check the local operator behaviour, or check with the modem vendor because this error message is sent by modem.

As I tried to explain, neither Gaia or gecko restricts dialing out an emergency call when SIM is locked. This feature works fine on buri v1.3. If the error message you see is as 3.jpg, then my suggestion is as above.

If you see other type of error message, then please help provide log with gecko ril debugger enabled. Also please make sure that these emergency numbers are correctly defined in ril.ecclist or ro.ril.ecclist.

Could you help to check this one? Maybe need to update ro.ril.ecclist in this build? Also the device should be able to place a emergency call even SIM is locked

ni Anshul per Comment#6, Also after reading more into the comments, i think the problem should be the Modem side(or operator, not sure) prohibit the device from making an emergency call when the SIM is lock, the ro.ril.ecclist should be correct here since the user can make the emergency call once he enter the SIM PIN
