Details

There is already a preference to turn off language detection (browser.translation.detectLanguage), which causes the translation UI to never appear while browsing, but we need another preference to completely turn off and hide the feature; including hiding the preference UI in the Content prefpane.

This new preference is required to hide the feature while it's disabled for most users except those who are the target of the telemetry experiment.
