Steps to reproduce:

- Open a tab and go to a website
- Closing the tab
- Réopening the tab with CTRL+SHIFT+T


Actual results:

- The tab reopened, but blank (no reloading). 
- Can't reload the tab : have to click the URL then hit enter key. If I do so, can navigate but still can't reload the tab

This bug is not always reproducible. So far it happened only on local network :
- http://localhost/...
- http://[IP]/...


Expected results:

The tab should reopen and reload itself
I've not seen this, but I've heard of issues with e.g. session manager and other add-ons that are similar.

Can you reproduce this on a clean profile? ( https://support.mozilla.org/kb/profile-manager-create-and-remove-firefox-profiles )
