If apps don't use mirrors there's a bit of code we can rid ourselves the complexity of. A lot is in apps/files/. Grep for: MIRROR_STATUSES, copy_to_mirror, is_mirrorable, has_been_copied, mirror_file_path, mirror_path_prefix, MIRROR_STAGE_PATH.
I think that can be deleted, we don't use the mirrors for apps.
