Quick hack for taskcluster mostly... also makes it easy to run all the travis steps locally (which can be moved into one single script each soon probably?)

r=me provided you tried to run it ;)

IMO TBPL should eventually use this too. Or maybe we could have separate scripts for some phases for different environments?

I really think we should not; having separate scripts will help us having "default" scripts and "overriden" scripts for specific environments, especially for before_install and install scripts.

Hard to condense this down further but new TBPL (as far as running tests is concerned) is taskcluster so this will be what feeds into that in the very near future.
