1011099 - [keyboard][notification] full screen notification should dismiss keyboard

Description

1. Flash yesterday's build
2. make sure OTA channel pref is set
3. turn on wifi
4. go to settings -> device info -> select check now
5. go to the notification and download the update
6. go to settings -> screenlock and turn on passcode lock
7. wait for the notification to install the update

Expected: the keyboard gets dismissed
Actual: the keyboard stays up covering the buttons for install or later

The result is the same on 1.4. 
They keyboard covers the "Later" and "Install Now" buttons and the user must tap the screen above the keyboard in order to dismiss it.
