FTU fails to connect to hidden Wi-Fi network, regular Settings app does it in a breeze

Details

STR:
0. Make sure you have a hidden Wi-Fi network with WPA/WPA2 security set up that you can connect to.
1. Do a full wipe of the user data so your device starts fresh as if it just came out of the box.
2. Turn it on.
3. Go through the FTU until you reach the Wi-Fi setup.
4. Choose "Join hidden network", and enter the SSID and password of your hidden network.
5. Hit "Join".

Expected: Connection should be established straight away, and wizard should continue.
Actual: A connection is not established, the window can remain there for minutes without a connection being made.

6. Continue through the wizard without connecting.
7. After FTU finishes, go to Settings, Wireless, Manage Networks, Join Hidden Network, and enter the same data as before.
8. Hit OK at the top right.

Result: Connection is immediately made, and a Wi-Fi connection is now available.

I've reproduced this with a Flame, a Hamachi, a Inari and a Unagi device, so this is not device specific. The network is one set up via an Apple Time Capsule.

This happened in 1.0, 1.1, 1.2, 1.3, and is also still the case with current 2.0.0-pre masters.
