Unable to Begin IARC Survey for apps that share identical names with Marketplace apps that have been IARC rated.
Examples of non-ratable apps:
1. Marketplace [app ID # 442348]
2. Candy Crush [app ID # 477382]
Error received:
"A record of this app (Candy Crush) has been found in the database. It was created on 5/13/2014 by nfong@mozilla.com for Firefox and was rated 3+ (PEGI),0+ (USK),Everyone (ESRB),Livre (CLASSIND),3+ (Generic). If you wish to proceed, click "OK", otherwise click "Cancel" to close the Rating Questionnaire or click on "Resend Certificate" to receive an email with your rating certificate."

This is a warning message displayed anytime a user begins to rate an app with the same name as an app already rated in the system AND the same developer name. Clicking "OK" (to proceed) allows the developer to continue to generate a new certificate for this app. This message is intended to alert developers that they may be re-rating.
