Steps to reproduce:

The Operator TELCEL  requires the handset support sending a empty SMS message.


Actual results:

If no character is imput, the "Send" button is grey, or say, disabled.


Expected results:

Support sending a empty SMS message.
Update dependency to bug 957084 and bug 935060.

Not a feature in 1.3 scope and the fix of bug 957084 is only available after 1.4.

In addition, if this is required with Commercial RIL, then we need QC's help instead.
