If I resize the browser window to make a horizontal scrollbar appear, I can only see three slivers of the draggable part of the scrollbar. The rest is transparent, making the scrollbar look almost empty. I'm using build 2001092308 on Windows 98. I don't see this problem if I switch to yesterday's build.

does it happen in classic, modern or both?
I noticed this bug while using modern and didn't think to try classic. Even though I saw this bug in two different sessions earlier, I can't reproduce it now, so I can't tell you if it also happens in classic.

Well, worksforme too on win32(2k) modern with 9/26 build. And since it works for you too ... :-]
