1012826 - form autofill: high level plan

There are two autofill projects currently in progress with overlapping goals:

- Brian Nicholson has been implementing requestAutocomplete for Android, including some of the core functionality. That work is tracked in bug 939351 and dependent bugs, and the desktop breakdown for it is bug 996876.

- Sevaan has done some story writing for a better form autofill in Firefox. The stories for that project and associated breakdown bugs are all rooted at bug 990176.

We need to come up with a plan for how to best make progress on these two efforts without duplicating effort. The purpose of this bug is to track coming up with that plan, including details like:
- which parts of the project we should start with
- a breakdown of the high level tasks/milestones

Matt, Brian and I worked on defining a high-level plan for the requestAutocomplete feature, that has most of the front-end UI in common with the Form Autofill feature.
