LGTM. Please file a bug to reverse this later.
Jesup: this relaxes a circuit breaker we recently added as an experiment to see if it reduces connection failure rate.
Byron has a telemetry patch in process to measure this (bug 1009227). We should land one or the other on m-c ASAP.
