Mobile topsites get sync'd to Desktop, placing mobile versions of sites on the desktop New Tab Page

Details

Background: I have Firefox Sync set up with my phone and desktop machines. I read a few news sites on my phone. These news sites have mobile versions, for example http://m.detnews.com. Because these sites are visited often, they are then synced to my desktop and get high frecency scores, placing the *mobile* versions of these sites on my New Tab Page. Clicking on them from the New Tab Page on the desktop takes me to the mobile site. Since I'm on a desktop, viewing the desktop version of the site would be the better experience. Should the frecency score be lowered if the visits are coming from mobile -> desktop? What other ways could we fix this issue?
Mass-move to Firefox::New Tab Page. Filter on new-tab-page-component.

Something to keep in mind for our new Rust history component—though it might turn out to be a WONTFIX. But this isn't specific to New Tab; any mobile site with a high frecency will get synced to Desktop, and get prioritized in autocomplete results and top sites.
