If builtin is a technical term then there's a problem. otherwise could we please pick some other term to indicate that the token is part of the thing that the browser has received and is viewing and not something built into the browser? To us it sounded like the token was built into the browser in which case bug 101354 should not have happened.
Some CA Root CA's are indeed built-in the browser. This has been the case since Mosaic Communications Netscape 0.X The browser doesn't receive built-in CA roots, it ships with them.

But i got the dialog because it said the authority was unrecognized. Clearly that means the 'builtin' string is not attached to the browser since it came from sourceforge's certificate.

Please see the comments on bug 101358. I have seen the roots "disappear". The roots are indeed built-in, there in a dll (nssckbi.dll, libnssckbi.so) which contains the builtins. The library is compiled from http://lxr.mozilla.org/mozilla/source/security/nss/lib/ckfw/builtins/certdata.c
