At the moment if a server fails to start we just keep going and probably fail later when we can't load tests. In the worst case we might load tests but get the wrong results. Instead we should check if the server is actually running. It's not really clear how best to implement this, but maybe checking that the server processes are all alive after a few seconds will be good enough.
