10146 - [SD]Banner ads do not run unless browser is running

This occurs on both Windows and Mac
On Mac, banner ad window is behind the download/installer/folder windows-unable
to be seen.

Steps to reproduce
1. obtain copy of Win installer (install.exe), Mac INstall Wizard, close browser
2. run install.exe on Win32, Mac install wizard
3. choose file to download, press install
actual results: file is downloaded, no ads appear
expected results: file is downloaded, ad window appears on 'top' of desktop
Happens on both Win and Mac platforms - no installer for Linux

From earlier discussions with SoftwareBuilders, this is the correct behaviour.
Cathleen, do you have any input on this?  Do you think this is a problem and
should be addressed by SBI or is this ok?

I think this is okay.
With our conversation with netcenter's UI, this is probably what we prefer to
see anyway. :-)
