This is also affecting "moderator" and user-restricted etherpads.
Like Paul (or at least the machine on which he filed this bug) I'm on x86_64 Linux; is this affecting people on other OSes/arches?
What component should this be in?

Gah, it appears to be profile-specific as it works with a clean profile. I have no idea what pref I could have flipped that would be affecting this.

Dan Callahan was very nice and helped me track this down to a problem with the Privacy Badger add-on which was blocking the loading of Persona's navigator.id shim.

I have this addon as well, I think we can close this as INVALID.

I get the same error on private etherpad, with privacy badger.
I've enabled in this extension login.mozilla.org and now work without problems.
Maybe add an alert?
Like there is a problem with the connection, check your extension that can block the access with Mozilla persona.
