Currently the overlay does not handle visibility of the active app + there needs to be a way to slide the tray down and up.

Basically OK. But could you explain what does wheel event for? Is screen reader using mousewheel to do something?

Basically yes. In this patch in particular, the swipes on status bar or the grippy in the utility tray are interpreted as wheel events on those elements.
