If a buyer does not exist in solitude it is not created. This means you can't process a payment for a new account.

webpay should create the buyer after a successful login.
Turns out the buyer gets created at PIN creation time. The problem is that checking the status of a PIN with no solitude buyer 404s when it should have `"pin": false` instead.
