Description:
When the user long press on empty space on the home screen, 'Add Smart Collection' option is not displayed.

Prerequisites: The homescreen layout must be set to the 3 column version.

Repro Steps:
1) Update a Flame to BuildID: 20140523073020.
2) Long press on the empty space on the home screen.
3) Observe the menu screen.

Actual:
Only 'Change Wallpaper' and 'Cancel' options are displayed. There is no option 'Add Smart Collections'.

Expected:
'Add Smart Collections' option is displayed below 'Change Wallpaper'.
