Description:
When the user is moving an icon off to the bottom of the screen to create a new group, the group can be expanded forever

Prerequisites: Enable Vertical Homescreen in settings

Repro Steps:
1) Update a Open_C to BuildID: 20140523073020
2) Long Press on an Icon to enable edit mode
3) Move an Icon to the bottom of the screen
4) Hold the icon at the bottom of the screen 

Actual:
The group will expand off the screen and the user can scroll down forever. If the user tries to scroll back up with the icon it takes time to get back to the top

Expected:
The group cannot be expanded past the screens size
