When the user receives a call and sends out a SMS at the same time, the message/notification will not be receive until the call ends or when it reaches the voice mail

Repro Steps:
1) Call the buri or open c device.
2) When receiving the call, send out a SMS with the buri or open c.
3) Do not pick up the call


Actual:
Receiving a call and sending out a SMS at the same time, the message/notification will lag and continue displaying the loading toggle until the call ends or when it reaches the voice mail


Expected:
Receiving a call and sending out a SMS at the same time, the message/notification should be receive right away 


The issue occurs on the Buri and Open_C 1.4
