Steps to reproduce: 
1. Open about:preferences. 
2. Go to Content tab. 

Actual results: An unnecessary horizontal line appears under the Pop-ups section. See attached screenshot "issue.PNG".
Expected results: No horizontal line under the Pop-ups section.
