[1.Description]:
After SIM card is locked, "change PIN" is availabe, and can set PIN, but the new pin is not effective.
Attach the Video. (ChangePIN.mp4)
Attach the logs. (ChangePIN_bugreport.txt &  ChangePIN_logcat.txt)
Happened time:01:02.

[2.Testing Steps]: 
1. Launch settings.
2. Tap SIM manager->SIM security.
3. Tap SIM 2 PIN button->Tap incorrect SIM PIN for three times.
** The SIM card is locked.
4. Come to the SIM security view->Tap Change PIN button.

[3.Expected Result]: 
4.Function ""Change PIN" should not be avaliable when the SIM Card is locked.

4.Function ""Change PIN" is avaliable when the SIM Card is locked.
Note:You will see the page come to Enter PUK code for three times quickly then come to the SIM security page after tapping incorrect SIM PIN for three times.
