[1.Description]:
Download some files, such as .apk, and enter settings-->download to delete, but can't delete, it will stay in the view to select item to delete.
Attach the Video. (Download.mp4)
Attach the logs. (Download_bugreport.txt &  Download_logcat.txt)
Happened time:11:46.

[2.Testing Steps]: 
1. Launch settings.
2. Tap Download.
3. Tap the icon in the right top corner of the screen.
4. Check all items.
5. Tap Delete->Tap Delete.


[3.Expected Result]: 
5. The items should be deleted successfully.

[4.Actual Result]: 
5. The items can not be deleted successfully.

Have the patch almost ready just adding unit tests.
