Remove duplicate emails when signing up for

David Weir brought to our attention that when he signed up for a Webmaker account this week he got two separate emails welcoming him. One from myself and one from Mark Surman. 

Not sure if this is a bug? Or error? But I agree with him that only one should be sent to users. 

I've pasted the email he received from Mark:

This isn't a bug.

When you get to the modal dialog where you create a username, there are two checkboxes.

The first says "Send me email updates about Mozilla Webmaker and other projects" and causes the new user's email to be signed up for the BSD email list if it is checked (it's not mandatory to check it)

Once the account is successfully created, we fire an event into out Make this then that system, where it'll process the BSD list signup, if necessary, and *always* send the welcome email.
As we move to deprecate the Webmaker Product from Bugzilla, I'm going to close down this issue, which hasn't seen activity in a very long time. 

If more work is required here, please re-file this in an appropriate Product/Component/Github Issue.
