Description

Pasting in the url to a competency in a private browsing window (or, for example, clicking a link from an outside website) loads a page that looks like this: http://snaps.akibraun.com/91bqw.png

Tested in Chrome and Firefox

(I didn't bother testing in IE because, as of submission, this is how all competencies appear in IE)

This PR added by :k88hudson in absentia, which is probably really good, but doesn't solve the permalink problem for me.

:OpenMatt I already spent over an hour trying to figure out what's going on here and all I learned is that I have _absolutely_ no idea. I'm not the best person for this bug.

Reached out to Ali and Atul in wmfrontend, but we can also move this to next sprint, no problem.

This fixes in Chrome & FF, not IE. Definitely think we should revisit for r2 and see if there's a way we can work this out without a timeout, but a clever way to get an MVP out the door. :+1:
