Mozilla/5.0 (Windows NT 6.1; WOW64; rv:32.0) Gecko/20100101 Firefox/32.0

Steps to reproduce:
1. Launch the th (Thai) l10n Nightly 32.0a1 build.
2. From Menu panel > Options > Advanced > Network > Connection > Parameters, configure an invalid proxy.
3. Enable "Use this proxy server for all protocols" then click OK.
4. Access a random URL.
5. Make sure that the text is localized adequately.

Expected result:
The text displayed in the network error page is localized.

Actual result:
The term "firewall" is not localized, even though on several different locales it is.

Additional information:
- This issue is reproducible on the following l10n Nightly 32.0a1 builds: th, it, pt-BR, de, id.
- The new Network Error pages (implementation Bug 982347) landed recently, on 2014-05-09 and given that I was unable to find this term anywhere else, I suspect that it hasn't been localized yet for th and for the other locales I mentioned above as well.
One request: don't file a bug in one locale for "some locales", that's confusing ;-)

th seems to be inconsistent, so I'll let the locale team decide if this is actually a bug
