101825 - Down arrow in scroll bar not visable on help screens

When veiwing any of the help screens including the 'Help and Suport center' the
Down arrow in scroll bar not visable or not there.
I have disabled smart scrolling but this has no effect.

Reproducible: Always
Steps to Reproduce:
1.Open netscape
2.Click on help from top menu
3.got to Help and Suport Center


Actual Results:  The down arrow on the scroll bar is not seen.

Expected Results:  I would expect a down arrow to allow scrolling.

This may be related to bug # 89301. However I am unfamilar with turning the
'status bar off' so I could not test. I did however try it with smart scrolling
enabled and disabled.

Just to clarify: When smart scroll is off the down arrow is not seen when help
screen is maximized.  When smart scroll is on the up arrow is not seen. I found
the view status bar ( on view menu) this does not have any effect on the
results. However this could still be the same issue as reported in bug #89301.

Marking Invalid pending relocation to Bugscape. There is no "Help and Support Center" 
link under the Help menu in Mozilla.

This happens in all help menus. Verified again in 20010928
1. open composer
2. click on image icon 
3. click on help
