Split the task from bug 733331 for the support of the 8-bit/16-bit configuration for
concatenation reference number defined in the following chapters of 3GPP 23.040 [1]:
9.2.3.24.1 Concatenated Short Messages
9.2.3.24.8 Concatenated short messages, 16-bit reference number.

We are refactoring SMS-related implementation out from RadioInterfaceLayer in bug 873351.
Set dependency to bug 873351.

Hello there, I can see now that due to refactoring done here:
https://bugzilla.mozilla.org/show_bug.cgi?id=873351
maybe the code for registering a preference on SegmentRef must be written on:
http://mxr.mozilla.org/mozilla-central/source/dom/mobilemessage/gonk/SmsSegmentHelper.jsm
