[1.Description]:
Tap an unknown call log to make a call, the "No network connection" view will appear, it can't make a MO call.

[2.Testing Steps]: 
Precondition: insert a available CMCC SIM card and there is an unknown call log.
1. Launch phone.
2. Switch to call log view.
3. Tap the unknown call log and tap "Call".


[3.Expected Result]: 
3. Tap "Call", it should make a MO call successfully. 

[4.Actual Result]: 
3. The "No network connection" view will appear. 
Notes: Switch to dialer view, this phone number appears on screen, tap call icon, it can MO a call.

I checked the video and found only sim2 has the sim card inserted. The outgoing could be dialed if sim card is inserted in sim 1 slot, so it should be similar to bug 949225.

Probably should be noming this for 1.4 actually, since this reproduces there.
