According to https://github.com/mozilla/zamboni/pull/2112#discussion_r13292685 we should be able to remove django-mobility requirement from zamboni now. 

When doing so, check for extraneous templates that may still be present, and make sure every part of the site (developer, admin, reviewers) still work at least as well as it used to on mobile (particularly reviewers tools).
