Based on meeting discussion, this is the new user account creation process:

1) Log in with Persona
2) User is sent to account creation page 
3) username/profile url creation outlined in bug 1018321
4) User must agree to Mozilla Privacy policy outlined in bug 1006569, presented as a required checkbox
5) Checkbox is presented to allow contact for feedback. Checkbox is optional.
6) Create account button
