Too much of the code deps on it.  Simple to impl.
OS: Windows 7 → All
Hardware: x86_64 → All

Ups, I missed in MXR we already do this in IOManger!  Good.  

Still I think we should make this notification have some more real meaning, so I'd like to move it after the point we actually rename the current entries to trash so that tests or any other code checking on the disk will not find the entries after this notification fires.
