* Description:
After restart the phone, it prompt to input PIN code when airplane mode enabled

* Reproduction steps:
  1. Insert 2 SIM cards in phone
  2. Go to SIM security to enable SIM card PIN
  3. Go to settings to enable airplane mode
  4. Long press power key, choose ”restart” item in the menu
  5. Check the phone when it restart already  
* Expected result:
  The device in airplane mode, and will not to read SIM card information 

* Actual result:
The device prompt an input SIM PIN code dialog
