Steps to reproduce:

There is a new candidate country to launch FxOS devices based on 1.4 branch. This bug is to update the APN database with the settings for the new carrier.
The information to update is stored in: 
https://github.com/mozilla-b2g/gaia/blob/master/shared/resources/apn.json

The pair mcc/mnc to modify is: 470 01.

Please, try to contribute these new APNs to the AOSP APN database [1] first. Once they get landed there we will update the AOSP APN database [2] and rebuilt our apn.json database [3]. That's the right way to proceed. We only add APNs to the file at [2] in case the APNs cannot land on the AOSP APN database. As you as Telenor (as a carrier) are adding new APNs the AOSP reviews will be happy to add those new APNs.
