  Enable sort by last name, but contacts list don't sort by last name.

* Reproduction steps:
  1. Launch the call log
  2. Switch the contact sheet
  3. Go to the contact setting and enable sort by last name
  4. Launch the contact app on the home screen
  5. Check the contacts list

* Expected result:
  Enable sort by last name, contacts list sort by last name.

* Actual result:
  Enable sort by last name, but contacts list don't sort by last name.

Issue does not reproduce on today's 1.4 Buri or 2.0 Flame

Result: When sort by last name is enabled, contact list is sorted by last name
