Details

If you use the keyboard in English locale, but write a message in another language (e.g. French), autocorrect becomes extremely annoying. Turning autocorrect off helps a bit, but punctuation is still being autocorrected (e.g. in French, typing "bonjour !" will autocorrect to "bonjour! "). This shouldn't happen.
Summary: Keyboard still autocorrects punctuation when autocorrect is off → Keyboard autocorrects punctuation when autocorrect is off
Actually, problem is independent of locale, i.e. using the keyboard in French locale with autocorrect off will still autocorrect "bonjour !" to "bonjour! ".
